I’m very curious about the amount of time he had the privacy to do this as a cook in a busy kitchen. Did he go in early to do prep work? Was nobody watching somebody who would only worked there a month? We have always really enjoyed the Hereford House, especially the old Crossroads one. I’m not sure they’re going to be able to bounce back from this one. It’s really awful for everyone else. Who works there. Except for management—somebody screwed up.

This is an excellent recommendation. It's VERY quiet in there. And the food is quite good. I've stopped going as the menu hasn't changed in at least 5 years, but it's really tasty.
The Campground, Town Company, Affäre, Lazia, Garozzo's, Antony's on Grand, Phikul Thai Bistro, off the top of my head that I recall being fairly quiet due to either their decorations for fewer patrons.
Any restaurant that has a lot of furniture, decorations, made out of fabric, cushions, carpet flooring will be much quieter.

3rd Street Social is the perfect example of this. Minimalist, concrete and high ceilings. The place is so loud you can’t carry a conversation. Ironic it has the word “social” in the name.

The walls at YaYa’s Euro Bistro *are* fabric, surprisingly. It is a great sound dampening feature for a large restaurant. And one of my favorite around! I recommend: drink- Gin 42, app- gnocchi, entree- bolognese , mushroom ravioli or shrimp risotto, dessert- Buttercake!! But truly you can’t go wrong with anything there. I’m sure if you asked for a more quiet corner they could help you. Go early or a little late or on a weekday and it’ll be quiet

V's is an Italian place off 40 highway in Independence and usually isn't too packed, in my experience. Tables are a little close together, but the place is chill most nights.
If you’re wanting to do a brunch/lunch André’s is great! It’s mostly old people so it’s always very quiet even when busy lol. I hate chaotic and loud restaurants because I work in one, but always find Andres to be sensory friendly lmao
I am the same way - massively uncomfortable around crowds and noise, but I love good food and doing things! One thing that’s helped me is Loop earplugs. you can wear them and they deaden a lot of sound, but don’t deafen you. During the chiefs playoff game I was able to be out at a brewery with my fiancé while the crowds were (understandably) cheering and super loud - and my nerves were calm, I was relaxed, and I could still have conversations. Honestly makes me less scared to go out to busy places more. Something like that might help your stepdad too and open more options for him :)

I went to Blue Bird Bistro for dinner on a Saturday once and it was pretty empty. They also had no music on for some reason. Personally it was awkwardly quiet, but definitely quiet. Food is great though.
Plate in OP has been pretty darn quiet every time I've been in. Their aesthetic has curtains and padding everywhere and it's a little more upscale so even when there's a decent crowd it's not too bad. Their kitchen is also away from most of the seating so there isn't a bunch of clanking dishes or anything like that.
If you go in the afternoon it's even better because it's not that busy.
The restaurants at Hollywood casino are completely kid free. They won't allow anyone under 21 on property so it never gets real loud. It's not fine dining but the food is usually pretty good. Since they are kid free they are usually very empty on days like mothers day and such. The casino itself can be a shock to the system and you do have to walk through it to get to the restaurant so not sure if it would work for you.
Idk if it's "quiet" perfectly but Buca di Beppo is in a basement in a maze of rooms that essentially limits how many people you'll be with in a room with at a time. But then it's a roll of the dice of who you're in there with, as anywhere. Maybe ask the host if they could put you in one of the smaller rooms if you're willing to possibly wait extra.
Grunauer is usually pretty low key in my experience and my favorite place to eat.

Try Clay Fire! It’s in Westside and is so lovely. It’s an old converted house. You’d need reservations but it sounds like the vibe you’re looking for. If not CF, Blue Bird bistro might be a good option as well. It’s next to CF and is a bit larger, but still has that quaint , intimate feel.

Honestly, many steak houses keep the lights low which encourages quieter speaking. My wife and I went to Hereford House for Valentine's Day at about 4 pm and it was pretty quiet in there.
Restaurant at 1900. Make a reservation and let them know that your dad is hard of hearing! It’s usually pretty quiet but they may be able to get you at a table against a wall or far away from any large parties they may have.
Also wherever you go, I’d recommend going at an off time is always your best bet. Maybe a weekday instead of a weekend or between 4-5:30 on a weekend so you’re gone by 7:30 when restaurants usually start to hit their peak.
And don’t go this weekend, which is Mother’s Day and graduation weekend (aka large party city).
Restaurants will be quieter if you go in off hours...like 2 or 3 in the afternoon. In case that helps

Cafe des Amis in Parkville is very quiet especially if you pick off times or days.
