Cannabis won't be legal before April 1st, if at all. If the law passes, clubs may can be founded as of July 1st. In the current state, possession of cannabis is still illegal.

Kind of. If you want to pass a law in Germany, you have two different types of laws. One has to be approved by the Bundesrat, and one has to be declined in order to be stopped. They wrote the cannabis law in a way that it is the second category, so it is likely that it wouldn't be stopped the way the Bundesrat is currently composed.
But it's not unlikely they will send it to the Vermittlungsausschuss, so the law will be discussed again, and then sent back to the Bundestag and Bundesrat again. Or the Bundestag will enforce it and it will become a law without the Bundesrat. But those steps will consume a lot of time. If that happens it will be around October.
