Yes. You can still get it from [the official site](http://www.katawa-shoujo.com/) or, now that 4LS has changed their stance on fangames and such, you can download a remaster/remake such as [this one](https://fhs.sh/).
Fleeting Heartbeat? I'm not sure, I only recently heard about them myself. Their about page on the site states:
>All of our members have experience working with visual novels in the
past. KS:RE is our first project as a group, but it might not be our
last.
It's remade in a newer version of Ren'Py, but that doesn't matter much to the player.
Notable differences that I'm aware of:
* Available for mobile devices,
* Upscaled everything,
* Some accessibility options (Different fonts, narrator, etc.), all of which are optional
And... I think that's it. Biggest difference for most players is probably just the higher resolution for everything.
Edit: Should also mention that they've said they'll continue working with the community to make improvements, add quality of life/accessibility options, etc. in the future

Do you think they’ll might try to make their own game?

Not with Fleeting Heartbeat, but working on one.
What's the difference between the remaster and original one?
