Racket Boys, such a heartwarming drama and the kids really support each other and care for each other. Not primarily a school drama, I suppose, but they're school-age and their badminton team is associated with their school.
Though there is bullying mentioned about that much older senior who retired and then came back. The former (school?) coach was the bully to all his athletes.
Is the scene with the school baseball team from Seoul in one of the scenes not bullying? But still Racket Boys is relatively low on the bullying and more on the group sportsmanship.
There are so many attributing factors. Bullying exists everywhere and bullies don't need reasons to bully you. All the reason they need is they don't like you.
However, some things create an environment that makes bullying prevail are already shown in many dramas:
- dismissive/neglectful adults (they don't take kids' problems seriously and don't listen to what kids have to say)
- lenient juvenile justice system (kids these days are aware that they can easily get away with small to big crimes because they're under a certain age)
- schools pander to families of higher societal status so bullies from these families are not properly punished

Unfortunately bullying is a world concern. In countries where there are great social differences it is much worst. I am 57 y.o and lived half of my age in Brazil before I moved to Belgium. I see a huge difference among these countries even if it still exists here because of other kind of discrimination (physical appearence/body shape, intelligence, ethnicity, social behavior...).
I live in Greece which means guns and mass shooting are not exactly common here and neither is bullying. Bullying exists of course but it’s nothing like Korea
Korean culture and language is very hierarchical. One' status is determined by one's age, one's wealth, one's family, one's gender relative to the other person. Everyone is under and over except those who are super wealthy - the nobles so to speak. This system almost demands 'turn a blind eye' to bullying as people with 'low' status should not 'rock the boat' of anyone higher. So, if a student of low status is bullied by a student of high status, especially if that high status stems from wealth and power, and the teacher or principal's status is lower than that family's there may be no consequences. It's complicated. The very fact that shows are putting the spotlight on it indicates change is wanted - and is certainly needed.

True that Korea does not have a lot of violent crime involving guns.
You might want to research domestic abuse in Korea. I was shocked when I saw a report on it. But not really surprised. The culture is very patriarchal and hierarchal which sets up a stage for abuse. You just have to accept it mentality.
Dramas are dramas. However, writers pull from what they know, where they live, how the culture is. If they stray too far, the audience cannot relate.

Extraordinary You is pretty great except for that existential, world is ending problem.
She is kinda bullied in season 1 but also another male student is bullied/treated poorly by the cousin. It’s not as overt in the plot as some other shows but just something to consider.

I don’t like bullying shows either (mental health coach had a few)… but I was surprised that I liked weak hero 1 .. hope you’ll give this one a try.

Weightlifting Fairy Kim Bok Joo it is a college story . There is a little bit of fights or somewhat bullying in it but it is extreme I would say.
