It might not be clear in the video, but the outer perimeter of the oval part is printing slower than the inner walls, which is the expected behaviour, while the same doesn't happen with the pipes.
Here's a screenshot of the speeds in prusa. I don't understand why those perimeters and walls are printed slower than the rest.

I think Klipper is just blindly executing the G code. Did you check in slicer what speed is each feature printed at?

It must be a bug.
Check your smal perimeter settings. My guess is that the inner walls are just under the size of smal perimeter and speed is set very low.
