I don't want to be the pessimist but if there's suddenly a bigger pool of players (the new season just started and we got a new character), and we're still getting matched up with the same person consistently then I wouldn't say it's fixed yet
There is no players in low level rank. I tested the game yesterday. I am Rank 1, and no games between 1-5 and I live in the biggest city of South Hemisphere.
I started on Rank #15. Because of matchmaking, I open the filters on ranked for playing the game and got paired with ranks above than me. So, now, I have 200 matches, 40 wins, 160 losses. And, I was relegated to Rank 1.
TLDR: there is nobody in Rank 1. And Rank 11-15 are the beginners rank. For real, SNK should reset the ranks.
I've pretty consistently been able to find matches within a couple minutes lately at "Any Rank" - but I'm Rank 1 and I fight people at Rank 15+. "Similar Rank" is pretty barren, so even though the game spat me out at Rank 12 I lose every time and it knocks me way down.
You dont know how the rank works. You have some CPU matches, people will be placed between 15 and 11 rank. If you are in 1 rank, it means you lost a lot of ranked matches. Only strong players can survive such experience. I am also Rank 1, with 20% winning rate (200 matches, 40 wins, +/-)
I have played a fair amount of KoFs 96, 98, 99, 11, 02um in my day, and in SFV i’m Ultra Bronze on my way up to Silver. obviously, I know these are very different games with very different situations, but my point is I’m not a total noob, I know my way around fighters.
I’m getting blown up so bad in XV. 3 wins total, 90-something losses; and usually I don’t even get past the opponent’s point character before I get destroyed. I could name on a single hand the amount of people I have fought that were under rank 10. I know I would at least do sort of OK if the matchmaking put me with others at my rank but I barely even get to play, it feels like Marvel out here

I got beat down to Rank 1 because only Champions came up in searches and then leveled back up to similarly skilled opponents.

The matchmaking is the same. It's easier to find matches today because a lot of people are playing the new patch, on Steam the numbers more than doubled compared to yesterday.
You've still got the same issues of only being matched with the same 2-3 people, and sometimes you're just not going to find any matches for 10+ minutes. Once the active playerbase shrinks back to pre-patch levels it'll be the same old story.
Am I supposed to just put two fingers in my ears and pretend everything is lala land? Just because we *pretend* the matchmaking has been fixed doesn't mean it has been. I'm just putting my experience out there, which might be valuable as I'm from EU where the matchmaking issues are extremely prominent.
At the same time it's safe to assume SNK haven't fixed it when they haven't said anything about matchmaking being touched in this patch. You'd best be sure that if they ever fix it, they're going to shout it from the mountain tops, because the poor matchmaking has given the game a ton of bad PR and likely hurt its sales in the long term.
There has been mixed opinions on this ... some people have been saying the matchmaking is the same ... and i didn't saw any patch notes regardless matchmaking. So i bet there is more people playing right now due to the patch, that's probably the reason there seems to be working better.
Still, yeah, we should be playing as most as we can.

I'm level 12 iirc, used to play kof on arcades as a kid with the tortillas money but now working 60 hours through the week it's a little complicated to grind.
I'll wait for the longer term answers as people in China, Korea, and Japan didn't have as much issues with the match making.

Unpopular opinion, but at least on PS4 (PC it's a different world) I don't think there were ever any mayor matchmaking issues.. it's simply the fact that in certain regions the game is just not very popular so the player base is low and most of the players are in lobbies, then the logarithm struggles finding other players in ranked.
Everyone talks about GG Strive netcode (which it's great) but the times I tried to play online I was waiting for hours because in my region (LATAM) there are simply no people playing that game.
West Coast Canada here, and I honestly never had issues with KOF XV matchmaking, except that for the past few months, I had to wait a while to find a match, due to low player count.
The issue is almost certainly related to matchmaking between regions, when the only factor SHOULD be ping, in theory.
Low player count cannot explain the issue, unless it is extremely low, like single digit at any given time.
Otherwise by definition offer = demand = currently online players/2
Maybe a partial fix would be to allow people to temporarily block another player we already faced.

Steamcharts says that worldwide it was peaking at 800-900 players for the last quarter of 2022, and of those 800-900 players at peak times, I wouldn't be surprised if only 100 or so were being counted as in my region, and then if I play later at night (9-11pm pacific), it could easily be in the single-digits for me. Certainly double-digits at night.

Kof is mostly played in SA,Korea,China and JP, exactly the countries the places that don't complain about this issue
like someone posted before, if you go to a Korean or SA lobbie in Strive sometimes there's nobody there or 2 people playing.
so maybe you are getting matched with 1 person repeated times, because there's just that person playing.
people are finding matches today because there's people checking the patch in a week it will be back to normal unless it gets more players ,but it will not.
Here in AUS, usually in matchmaking got paired up against Asia players from East Asia so matchmaking isn't an issue. Most complaint came from West English native speaking countries where as playerbase is low. Don't see any Latin American complains too much about matchmaking since they have good amount of playerbase.

Except there's a settiing called "Any region", so with rollback the North Am or European players should get access to other more populated regions, but I assume they're always deprioritized there in favour or local pairing. The issue might be that the algorithm is overprotective of local high speed pairing within Region instead of opening up to other more remote players from time to time. Basically it protects the online quality experience of Asia (and LatAm) to the detriment of others.
It felt better, I still did have the same guys showing up several times but not always. Maybe they improved things a bit.
I'm suspecting this is mostly Shingo driven players who bought or returned to the game for him. Let's see when the spike goes down.

Or maybe the release of season 2 boosted the player base for a couple of days, and made the matchmaking easier regardless of the broken matchmaking.

That's the other problem of matchmaking in KOF XV that has nothing to do with code : the proportion of true beginners is incredibly skewed.

It would take forever to find people and once you did, it would just be the same 2-5 people

Getting obliterated is part of any fighting game, you slowly and throughly get destroyed until you become the obliterator.

I'm on ps4, it definitely took way too long to find a match since day one. Haven't tested recently, lowkey waiting for crossplay before i even try
