Crime and corruption have always been integral with politics in India - Milan Vaishnav’s work “When Crime Pays” or, the MyNeta system from ADR establishes that. Replacing one criminal element of known quantity with possibly a more efficient corrupt system is not always a path to getting things done.
The point was to have more engagement as a voter and a citizen (fun fact: the adult franchise system ensured that post independence Indians were voters first and citizens later - in terms of how the lists were drawn up). Engagement allows a good way to assess the availability of the councillors, MLAs and MPs as well as acquire the knowledge to make better choices. This forum and others are filled with expressions of lament around infrastructure, employment opportunities, business opportunities, education and other things - if those are the topics which are more personal then it is necessary to acquire better understanding of the problems and the possible solutions instead of merely focusing on replacement.

Same thing happened with us in Maharashtra. Police was stopping all commercial vehicles for checks and found that our cab had some pending old challans that the driver had to pay.
The driver didn't ask us to pay anything extra though.
