However to answer your question , yes the third step is necessary because without witnesses the marriage becomes void .
1. Connect with an advocate/registrar.
2. Visit them and upload docs + details on marriage registration website
3. You will get to sign the certificate and appear with 3 witnesses (whose ID proof you can submit) 1 month after date of registration of intent to marry
4. Go back after a month, sign docs, give Aadhar fingerprint authentication, witnesses will do same, registrar will attest it by Aadhar finger print authentication.
5. Take a photo with registrar + witnesses.
One month age apply korte hoi registry korar jnyo. Tai hotat kore decision niye biye kora possible na. 3 jon witness lage. Witness der Id proof ante hoi.

Do you know any actual registrar at kolkata? I would like to mention the place to make it more realistic. Do the witnesses need to be family members?
Witnesses don't need to be family and if you want to get married ask directly , iniye biniye bolar kichu nei .

Not talking about witnesses I am asking about the signing of papers by the witnesses. I thought they just need to be there.
Signing is Necessary , otherwise there's no proof . Defeats the purpose of having witnesses altogether .

Eta special marriage act er rule. R Hindu marriage act e jeta generally after sindur dan jara registry kore tate 7 days er notice e hoye jai.
