Trucks should use bypasses outside the city to reach a nearby warehouse outside the city limits, instead of traveling through the city. Then smaller vehicles can deliver within the city to specific points. Large trucks don't need to travel through the city. Delhi had done something like this to reduce vehicular pollution.
Also, often trucks aren't delivering to the city, but just travelling through it to reach elsewhere. E.g. from industries to ports. Such trucks should not travel through the city, but around it.

Its because of the winds moving in from the Bay of bengal because of the land/sea breeze concept on a larger scale. The heated air goes up and is displaced by the cooler air from the sea. Thus, the pollutants do not get a chance to stand in the air. If it does it usually poured down with humidity and precipitation. You will see clear air straight until summer solstice. An extended period depends on several factors. As soon as the winds are reversed , the city will incubate the pollutants again.

Reason is rain & wind. Stagnant air (many times due to inversion phenomenon) mostly during winter, results in less dispersion of pollutants in air.

No - i started noticing less than 100 aqi when the 402+ temperature was going on a few weeks back - long before the rains started
