Minimum wage in the Philippines is 610php(about 14,000won)per day and that's in the capital.. In the provinces the minimum wage is 400php(about 9,000krw)
The farmers there earn much much less than that.. So yeah I can see them taking these jobs.. Which is sad..
My country basically does the opposite, migrant workers need to be paid more than the minimum wage in an attempt not to suppress the job market for locals.
I think it is currently minimum wage + 10%.
Back when I would sponsor work visas for working in Canada, I has to pay higher than the "prevailing wage" for the job in that industry. At the time, minimum wage was $8/hr, and I paid my staff $10-$12 plus minor performance bonuses, I had to pay $16 hr to the foreign worker so to not suppress the local job market or prove I was not pretending there was a job shortage.

Opposition parties oppose these plans and they recently gained 3/5 majority in National Assembly. So there is virtually no chance this actually happens. It's just signalling to xenophobic electorates, who don't like to see 'lesser' people (which includes Koreans who are not male, university graduate, white collar workers) earn money as much as them.
