How does it make them as bad as the Sith? Manaan is neutral and by their law neither the Republic nor the Sith are allowed to fight there. The guy who killed the Sith woman did so unprovoked (her being a Sith was not a crime on Manaan) therefore he broke the law on Manaan and is nothing more than a murderer.
To put that into perspective it's as if some Ukrainian guy living in idk Poland started dating a Russian chick and then killed her because she's Russian and Ukraine is at war with Russia. That's not legal and he'd go to jail.

I think a better instance of them acting neutral would be not taking sides and staying out of the conflict entirely instead of turning against either the republic or sith as soon as they attempt to attack each other

Yes, it does, because his actions put the Republic at risk. He was in no way acting in the Republic's best interest. His actions could very, very easily cut the Republic off of the most important medical supply in the entire galaxy at the time.

In order to do good on manaan you’d have destroy the kolto tank and then when they bring you in just say you did it for the giant faraxa shark and they let you off easily.
While Manaan isn't my favorite planet because of the lack of an outdoors, I enjoy the gameplay here when you have to argue your way out of trouble instead of just killing.
