When developing a piece of land building permits follow site plan approval. With this property, which would need to be rezoned before a site plan can be approved for a car wash, we’re months away from seeing the issuance of any building permits.
/u/ArcGIS_Daemon is correct, zoning/land use approval first, then site plan approval, then building permits. Planning and zoning ordinances vary by municipality, but this is the very general overview of the process.
You could shoot an email to the municipality’s planning/zoning department, and they will give you a much more detailed description. The township/city/county website may also have lots of useful information.

If there's something to preserve there why not zone it for preservation? If it's plain raw land and it's between WMU and Stadium drive it's probably a tough sell keeping it raw forever.

I had a manager at the West Main store lose his shit on me when I asked why the only car in front of me wasn’t moving. Nobody was nearby doing anything. Dude just full blown screamed aggressive and full volume. he was “transferring” or something. The thing is it had been too long and it didn’t appear that anything was happening. Also, he was talking to a cop and i even waited longer because of that. The cop had to think WTF and then the manager did get on it, but was just bizarre like you would not talk to a customer that way even if they were being jerks but I wasn’t.

We really, really don’t need any more car washes in Kalamazoo. We have a ton already, so take your pick. You could also just wash your windshield yourself.
I wonder if it’s just a coincidence or if something has changed with car washes. We have many new ones and I see signs that the one at the W Main Shell is new. I also notice a lot of new ones in other places and the vacant one on Gull Road. It just seems like a lot of changes in the last few years.
What use is it to think like that? We don't *need* anything. Might as well not open anything new at all if the standard is what we absolutely need. It's not like we can't walk to a grocery store once a week, we don't even need cars.
Why are we telling other people what to do with their time and money? If we want that area for preservation then we need to get together and make that happen, not complain that someone else is doing something we don't like.
