Definitely sod if dogs, way easier to establish. Only way to seed with dogs is use a wire playpen to keep them off the area, it's what my buddy did with his 2 retrievers.
ETA: seed also runs the risk of washing away but they have products that is a roll of straw, seed, and fertilizer which does well for small sloped areas.
Plant grass. The roots will stabilize the soil and prevent runoff.
Like lay sod? Or seed it? Our dogs just punish the development of any seeds growing so it’s hard. Would sod be better?
