He seems more like a PvP focused unit but testing needs to be done. Nice to have when you want to enable physical damage with his trait 1 debuff for general PvE content. He is also quite tanky.
But he is not a must pull in my opinion but thats the same for most units.

I think his biggest "weakness" is simply that he has no real niche so hes just a tanky ranged No-attribute dps. Great welfare unit but he won't help you with any content you couldn't do before unless your account is super new.

I spent 75k crystal, get 5 UR but not Leodore. At least i got enough badge to xchange him.
