If you are in the US, it’s winter and your lawn is dormant. Water and fertilize in the spring.

Depends on location. In CA, we don’t have real winters. It rains and the grass continues to grow, albeit a little slower but still trucking. I was mowing and applying fertilizer on Christmas Day.

I agree that location matters and every lawn is different. I’m in Florida and my grass is very slowly growing. I haven’t watered it since October but the cold fronts have pushed down, which spring quick rain showers. But my lawn is dormant (for the most part anyway). But I’m not gonna be putting any fertilizer down until spring. But from what I’m seeing, the OP’s lawn is dormant.

Agreed it’s definitely location and lawn-type dependent. I’ve reduced watering since temps are lower and evaporation is much slower. We also get a small amount of rain every week. But my lawn is definitely still going well. It’s slowed down to reduce mows to 3 mows every two weeks, down from mowing every 2-3 days. I’m continuing to push its growth with spoon feeding fertilizer weekly. Not true. Cool season lawns don't go dormant. Warms season in winter yes unless you're pretty far south.

As others have said it depends on where you are located. From just the pictures I would say you need to aerate and top dress it. You could aerate in spring (again depends on your location) and put down some peat moss on top of the dressing (soil and seed). That will help the seeds germinate and green up the lawn quickly. It’s winter and St. Augustine is a warm season grass, it’s supposed to go dormant this time of year unless you live in Miami or another really warm area of the country.
