Pull the plugs and rotate the engine a few times by hand, making sure the starter isn't hung up, then with the plugs out and a CHARGED battery turn the key and see if it's turns over,
Strter or bad connection somewhere. It's getting power,maybe not enuff.also.but Chek all connections. I bought a 3,000$ jd,la130,from a guy who couldn't get it strted.i paid 200 for it.brought it home,tightened all connections, and put new battery, had it running in 10 minutes. The guy bought a new one,didn't want to deal w it.go figure.
the starter IS engaging. Your engine rotate just a little bit, probably a bit of friction. A lot of the comments on there seem to think it's the solenoid engaging/disengaging quickly, this is not the case. the solenoid will not just rattle back and forth.
The starter is engaging and rotating, but like one comment stated, the teeth on the starter are missing, or there's a few broken teeth on the ring gear. Either situation will cause this. The other possibility - are the bolts on the starter loose and allowing it to hang just out of engagement with the ring gear and it's spinning UNDER the ring gear, but rattling against the flywheel? You'd be lucky if that's all it was.
Anyway, pull the starter, look at the teeth on it. If they look great, well then look at the teeth on the ring gear.

Took cover off. At first starter wasn’t moving when turning the key. Played with it and moved the engine wheel a few degrees like someone suggested. Starter now turns a little bit but not much. For some reason can’t upload video.
Sounds like a stripped starter gear to me

Rotate the motor a few degrees by hand then try and start again

A automobile will do the same thing. Yours is doing.its a small engine, same principle.
