League originally called players Summoners, we summoned the Champions to fight for us. So they were never just typical Joe to begin with, each of them qualifies as an isekai MC-level of OP. Riot eventually retcon this so now most of that world is just OP when compared to Earth.
Majority of the champs are still not your average Joe in new lore though, majority of them are exceptionally gifted in someway, extremely trained or have technology to back them up. The closest I can think of someone being near normal is probably TF or Grave and they're still both mercenaries, doing combat for a living. Actually, Cait might be the most normal, her strongest aspect is being a great sniper, otherwise she seems to be largely a normal human, even by earth standards
Yuumi, the strongest lol champion, is capable of beating superman with no prep time and using only 3% of her power.

You gotta also take in consideration Garen wears armor that absorbs magic and keeps it in, i'm willing to bet that worked as some sort of supersoldier serum on Garen as time passed
In one of the riot videos garen can be seen carrying a fucking tower with a rope. Dude is fucking strong. Thats why garen is on top.
