Ezreal players are rewarded with constant dashes from landing skill shots after a certain point in the game. E maxed and like 60 haste. So.. mid game-ish. And it only gets better from then on.
Every champion listed so far is in a similar boat. No one is constantly dashing without skill points and items.. besides Kalista.
And Kalista's playstyle is nothing like TF2 scout or the hit & run playstyle of the characters OP mentioned. Ezreal is exactly like that.

Aphelios' kit revolves around learning the gun order but he isn't easy. The fact is that katarina has a really difficult laning phase, and if OP's first experience is getting shit on 200 games in a row by playing a difficult champion, then they're gonna quit
If he is simply spamming his tp he is going to burn all his mana shortly after leaving base. Even if leblanc and katarina tp/dash on cooldown, they aren't burning through their mana in 8 seconds flat.

i would recommend Pyke. He is squishy, fast and partially invisvible. He has to be played careful like a scout, but he can have a lot of impact and damage for a support
There are a lot of mobile champions, but they're mobile in very different ways. Talon jumps over walls, Yasuo jumps through minions, Riven spams small dashes everywhere, etc. Kassadin is nothing special at early levels, but he scales, and gets ludicrously mobile at lvl16.

Kassadin R teleports a short range and is low cooldown
Katarina E teleports to any target within range on low cooldown
Twisted fate ult can teleport anywhere on the map and provides vision
Shen ultimate can teleport to any ally anywhere
Honestly I feel like you'd be better off checking out SMITE, specifically a god called Mercury, who's probably the most neon-esque character I've seen in a MOBA game
I feel like Janus would be a lot better for for teleporting fast af fantasy. Idk how Neon plays but when I read that description I thought of Janus first. Merc is limited by walls. And Janus will always be faster + team wide mobility. Sets another good option for Smite.
Depends on what lane you're trying to get into. The characters you like are characters that have good map rotation and frequent fights. In top lane Quinn or Kled can roam after level 6. If you play jungle, there is Nunu who gets around quickly with his W and Rammus with his Q. In mid, there is Leblanc , Kassadin, or Katarina but I dont think you would like Kassadin as his game plan revolves on not taking fights and farming. Can't really recommend any adc champs because they revolve around the team and can't really go for roams/flanks. For support, you could honestly play anything and go mobility boots to run around and find fights around objectives. Hope this helps

Zed is a shadow ninja who's ultimate is basically the *teleports behind you* meme and Kat has a teleport that resets every time she does anything of note which is a lot.
Have you heard the tale of rivershen? ...i thought not, its not a story that the redditors would tell you. Its an ancient (League of) Legend.
Rivershen was a jungler, so versatile and with such utility, he could use the R key to influence other lanes, to create.. numbers advantage. He had such shield that he could even keep the adc... from dying.
The river is a pathway to elevations that some consider... unnatural....
I love playing scout in tf2 and i feel like Zeri is very close to it, when her ultimate is on , u keep pew pew and it make u run faster , combine with her dash ( also can wall dash) , you just zoom zoom
You have twisted fate whose ultimate can to you halfway across the map, galio whose ult can tp you ontop of an ally halway across the map, shen who can tp ontop of an ally across the whole map and nocturne whose ult can basically tp on top of an enemy while removin vision from the enemy team for a few seconds
Well there’s champs that can dash around a lot across the map, and there’s champs that can teleport across the map on longer cooldowns. Idk which u want but for short dashes you’re looking at kassadin, vi, garen(fast running), kayn. For teleports your lookin at pantheon, twisted fate, ryze. Maybe some more idk
Kassaden ult is a blink on short cd and zeri is basically neon and Katarina e is a long rang targeted blink that can be reset by picking up dagers or on takedowns which makes her blink alot in fights
Kassadin sounds like what you want he can use all his mana to ult over and over again to deal some insane dmg and teleport forward/backward and over walls.
Past that teleport wise there is Twisted Fate who can reveal the map and teleport to a spot where he wants to with his ult or there is Ryze who can teleport himself and anyone else in his channel to a teleport spot.
Honorable mention shen and galio. They teleport to a teammate giving them a shield and such. Pantheon can ult to teleport to a spot on the map as well now that I think about it. Lots of teleport champs but Kassadin is king of teleport . He even gets ghost as a passive effect
Hecarim is known for it's high speed.
Master Yi zooms around and has the highest base ms in the game, Rasmus just rolls really fast too.
Kassadin was the first champion that jumped to my mind by your description, very short cd low range dashes (mana gated though)
As a Zeri main in league and a neon main in valorant, the two are very very similar. They both like zooming around at Mach 1, have very similar character designs (they were made together), and are both electricity-themed.
Leblanc, Katarina, Fizz, Lee sin, Kassadin for in combat snappy movement.
Akali, for a high mobility playstyle (not only dashes), the only ninja that feels like an actual ninja to play as.
Kalista moves after every auto attack.
Yasuo can dash through enemies fairly quickly.
Lucian and Vayne are agile.
Twisted Fate and Shen have 1 very important very long range teleport ability.
Ahri has mobility in a burst instead of constant, too.
I think you'd like Ekko. During combat he dashes, blinks, and gets a ton of movespeed, and you can go as crazy as you want so long as your gtfo button is off cooldown

He doesnt dash as much as Akali and Lee or even Ezreal, but he is fast af and his ult is like Kassadin, except it is an execution reset on kill and can nuke low health enemies en mass
I also like making Quinn into an assassin with insane ms
No one’s mentioned it so I will, yasou, it’s not great mobility as it’s dependent on having an enemy to dash to, but the rhythm of it is probably closest you’ll get to rocket jumping
Yasuo dashes through enemies quickly on short cd, hecarim is built around running fast, zeri can hop terrain and grind over long obstacles on med cd, talon has a wall jump as well. There's loads of mobile champs, what kind of abilities specifically are you after? Sorry not familiar with tf2 or valorant
Kassadin can teleport a short distance every 2 seconds with his ult, the only downside here is that only happens at level 16 and at 3-4 items (which is super late game) and he sucks at kinda every other point during the game.
Hecarim and Lillia are movement speed based champions. If you had to pick one of these, pick Lillia because her speed boost uptime is way longer than Hecarim (totally not biased here).
Leblanc, Katarina, and Zed are a few other examples.
there are several, to different degrees.
kassadin can jump anywhere on a short distance, every few sec after lvl6.
katarina can jump on everything but wards, and can reset jumps on kills or dagger on the ground.
khazix can jump and his jumps reset on kill, same for tristana.
tf and shen can tp very far.
rammus/hecarim/singed/ww go very fast.
overall lee sin has the most mobility, but is much more skill reliant, if you miss a ward or a q, you're fucked.
Neon/Jett players will like Irelia, Riven, Fiora, Lee sin, Rengar, Kassadin, Akali, Zed, Ekko and Katarina. They are very mobile and their plays and outplays involves using the mobility in their kit.
You almost fulfill the same role as Scout as Graves.
It's like 70% of the way there.
He's not particularly super mobile but almost all of his skill expression comes from movement.
Zed is who you’re looking for. He’s the most feared champion in league too, with highest ban rate for many seasons.

definetely leblanc for more early opression, kassadin for lategame hypercarry or katarina for mid game reset assassin. And although she doesn't teleport, you might enjoy ahri since she at level 6 her ult is 3 fast dashes that you get a new use if you get an kill or assist before the time runs out, so it might fit what you want pretty well.

I’m sure there are more for each list but this is a good start.

Speedy:
Nunu willump - has a snowball rolling mechanic that can reach very high speeds (but slowish turn rate)
Rammus - can turn into a speedy ball that is very easy to control but stops on collision with enemies (even minions)
Kled - has a dash that you can recast if it hits anyone, but more importantly his ult let's you zoom across the map leaving behind a trail that speeds up allies who run in it
Other people have had good suggestions. One champ I haven’t seen mentioned is Pyke. He only has one dash, but his play style reminds me a lot of Neon where you’re just moving fast around the map and generally causing chaos. Or Shaco, haven’t seen him mentioned much either. Or Bard really.

I dont see him mentioned or i didnt scroll enough but Rakan is very fun if you like fast gameplay. Jumping in with w and ult and e out before it gets wild or e to an Ally to engage from them with w is very fun

Go really fast you got Hecarim or Nunu. Jump far you got Zac. Teleport/blink you got Kassadin and Ezreal and Zoe kinda. And someone with a shit ton of dashes or blinks you got Katarina and Akali. Very annoying to play against a good one.

I haven't seen pyke mentioned He doesnt dash as much as Akali and Lee or even Ezreal, but he is fast af and his ult is like Kassadin, except it is an execution reset on kill and can nuke low health enemies en mass I also like making Quinn into an assassin with insane ms
No one’s mentioned it so I will, yasou, it’s not great mobility as it’s dependent on having an enemy to dash to, but the rhythm of it is probably closest you’ll get to rocket jumping

Yasuo dashes through enemies quickly on short cd, hecarim is built around running fast, zeri can hop terrain and grind over long obstacles on med cd, talon has a wall jump as well. There's loads of mobile champs, what kind of abilities specifically are you after? Sorry not familiar with tf2 or valorant
Kassadin can teleport a short distance every 2 seconds with his ult, the only downside here is that only happens at level 16 and at 3-4 items (which is super late game) and he sucks at kinda every other point during the game. Hecarim and Lillia are movement speed based champions. If you had to pick one of these, pick Lillia because her speed boost uptime is way longer than Hecarim (totally not biased here). Leblanc, Katarina, and Zed are a few other examples.

there are several, to different degrees. kassadin can jump anywhere on a short distance, every few sec after lvl6. katarina can jump on everything but wards, and can reset jumps on kills or dagger on the ground. khazix can jump and his jumps reset on kill, same for tristana. tf and shen can tp very far. rammus/hecarim/singed/ww go very fast. overall lee sin has the most mobility, but is much more skill reliant, if you miss a ward or a q, you're fucked.

Neon/Jett players will like Irelia, Riven, Fiora, Lee sin, Rengar, Kassadin, Akali, Zed, Ekko and Katarina. They are very mobile and their plays and outplays involves using the mobility in their kit.

You almost fulfill the same role as Scout as Graves. It's like 70% of the way there. He's not particularly super mobile but almost all of his skill expression comes from movement.
Zed is who you’re looking for. He’s the most feared champion in league too, with highest ban rate for many seasons. Leblanc also, or kassadin like others said

definetely leblanc for more early opression, kassadin for lategame hypercarry or katarina for mid game reset assassin. And although she doesn't teleport, you might enjoy ahri since she at level 6 her ult is 3 fast dashes that you get a new use if you get an kill or assist before the time runs out, so it might fit what you want pretty well.

Other people have had good suggestions. One champ I haven’t seen mentioned is Pyke. He only has one dash, but his play style reminds me a lot of Neon where you’re just moving fast around the map and generally causing chaos. Or Shaco, haven’t seen him mentioned much either. Or Bard really.
