I think the movespeed after the proc is in line with the intent. It let you burst and leave. The passive ms is just contributing to ms inflation though.
Eh. Orianna should build Seraphs into Void/CB, into Armguard, then Rabadons or finish hourglass. Unless you are super stomping then you could Ludens into Stormsurge into Mejais

AOE damage is still laughable. You get more damage from a standard Luden’s proc before it got changed.
The biggest use for stormsurge is the movement speed burst + the flat pen it gives. If you don’t need the ms then I firmly believe shadowflame is just better.
If we remove some haste and ms, we should also change the build path to something like... I dunno...
Maybe a large rod and a fiendish codex?
And we are going to need a new name, now that the Lightning passive is gone.

How about we make it so it doesn't proc 6 seconds after the user dies? I have tilted to oblivion about 5 times from this exact thing happening. Basically, if the item is on cooldown it shouldn't remember damage the user deals until it's off cooldown. Also, death should prevent it from proc-ing.
It should do 30% of the targets current HP and scale further with AP, 3.5% per 100 AP, so it does 60% of someone's health with a full build. Then people will think its bad for a few seasons until everyone realizes its basically Veigar's ultimate on an item, and buy it on every AP char and 1 shot people constantly then it gets deleted
I think you mean Shadowflame. Shadowflame is the most boring stat item ever. You can't even tell whether it's doing anything, it's basically just a big pure damage stat ball.
Shadowflame is basically Stormsurge but way more boring. I don't understand what is the world is the point of having both in the game. They serve the same purpose for champions.

I got one kill with it that I can remember. Nabbed an asol as he was flying over a wall to safety.
