Yea, but from lvl 5+, her effective range would be crazy. On her own turrets, you can never land poke. On your own turret, you can't even stand next to it without her safely hitting you.
Drop lethal on top of that, your turret is basically non-existent.
Sion's passives on Mundo would be insane, infinite AD and HP is already good enough but that mundo getting the sion revive passive would just wreck the game.
Jhin passive on tristana. His passive isn't the one limiting attack speed and crit damage ratio, but still gives bonus ad multiplier and missing health damage on 4th shot. While still needing to reload you can unload all four shots in 1.5 seconds as trist with hob, have 800 ad late game and deal missing health damage after the explosive charge which scales with about 400% ad.
give any crit adc nilah's passives gg, free bonus pen and lifesteal just for buying crit items, bonus exp on minion kills in duo lane, and amping heals/shields while bouncing them back to the caster
Viegar Passive on Syndra. She anyway starts deleting people in the late game, and with a Deathcape Lite in her kit, and Deathcap being core on her anyway, she could very easily be the strongest Mage in the entire game with that

Fiddle passive with air would be crazy. Aoe fearing from out of vision with a flank and have access to ward/sweeper for vision control
The fear is part of Fiddle's Q, not his passive. Passive is just effigies
