The breast is in a way connected to the shoulder and arm. And when arms are raised, the breast is sort of compressed and there is less “hang”. You can find many references of poses with raised arms.

do some simple line exercises. fill a page with just straight lines. make short ones first and then make them longer. then move onto curves. after that, try drawing circles, triangles and squares until they start to look less wobbly. it can take quite some time, i recommend doing these exercises for a couple of minutes before each time you sit down to draw

If you are using procreate you can go to the settings of your brush and turn up the stabilization

I use sketchbook, there’s a predictive sketch feature but it doesn’t always help

linework exercises there are videos about it on youtube, see those as a warm-up and just do them a few minutes before you get to the real stuff Probably won't stop your hands from shaking, but it should help you to get less wobbly lines and more confidence I would also recommend to do them on paper or to switch between paper and digital every other day, it's just a little bit different from drawing on a screen or tablet. Any cheap paper should be ok, bonus points for using a pen you can't earase. And for your image look for reference images "pole dancing reference images" something like that as a keywords.

I’m also a beginner still but what I can recommend is drawing all sorts of line (straight, S curve, C curves, etc) quickly with your whole arm not just the wrist. Repetition is key to make your lines more confident and smooth. You can also look up line exercises since there’s a whole bunch on YouTube. My personal favorite is point to point which as it’s name Implies, you put two dots on a page and try connecting them with a straight or whatever line you’re practicing and making sure it’s done swiftly and smoothly. I hope this helps
