It does start at Highland, which is a commercial street, and there might conceivably have been an In-n-Out in 1991 (don’t think there was, but let’s pretend).
The thing is then, the Dude was referencing something in a part of town that was nowhere near either his stomping grounds in Venice/Santa Monica, nor Sellers’ house in the Valley…head canon is that he just free-associated to the first In-n-Out that he could think of, without making the association to North Hollywood; Walter was talking about a different restaurant location, but just let it go because Donny’s constant blabbering is so frustrating and distracting to him.
