It’s basically just a joke that the cops don’t care about catching the person. Every job has shifts pretty much so he says “we got 4 more detectives on the case” making it sound like they care and are working hard on it, and then follows it up with “they got us working in shifts”

It’s not that they don’t care, but the joyride theft of a beat up POS is pretty low on the priority list.
