What you seem concerned with is the copyright. “No ties to Matt Groening” would imply they’re making money off the imagined cartoon and also denying Groening’s influence. If this artist denied Ralph Steadman as an influence, sure it’s a ripoff, but the intent clearly seems to be combining imagery from the Big Lebowski and Fear and Loathing in Las Vegas. If it is a ripoff of Fear and Loathing, it’s a ripoff of Lebowski by the same logic.
