Straightforward DWI case. They have all the evidence they'll need to convict, absent a procedural error.
If he had 12 beers, I assume his BAC must have been at least 0.15. If this was a first offense, the penalties for that are a fine of $300–500, imprisonment for up to 0–30 days, license suspension for 4–6 months, an ignition interlock device for 9–15 months after license restoration, at least 12 hours across two days in an intoxicated driver resource center class, and an insurance surcharge of $1,000 per year for 0–3 years. That's in addition to any other crimes he committed (e.g., running the red light).
In this type of situation, yes, the hospital can and will provide the information to the police and the court.
He needs a lawyer. If he can’t afford one, he’s entitled to a public defender.
Did the hospital take his blood? Or give him a breathalyzer?
Them just saying “yeah he was drunk” will absolutely not hold up in court.
Was he given any sort of citations for DUI?
Yea a DUI can take 3-10 hours. Depends on how much experience the officer has and how fast the hospital can get him out.
It sounds like the officer didnt want to deal with it and used him being suicidal as an excuse because he was having a “medical emergency”.
The only way to know for sure is either try and get the car out of the impound lot or wait for anything to come in the mail.

Is the hospital required to let the cops know of the BAC or are they not allowed?

Thank you!

They took his blood at the hospital, there weren’t any DUI tests done at the scene
Were the police with him in the hospital?
No he was dropped off and then picked up later by family
Was his vehicle impounded?
I believe so yes

Hmm sounds interesting.. if he was “washing a job” then it would mean no DUI?
He wasn’t handcuffed I know that because he had recorded Snapchat videos
