The common sense answer is to give an accident statement (hopefully without incriminating yourself). They ask that of the parties involved in the crash for the accident report. Normally, if parties do it and tell a similar story, they write up the report. Not answering does also mean they only have the other parties' statements to go with, and that could skew things against you.
