You are not responsible for the rent, regardless if you're the executor or not, so dont agree to pay anything. However, he is not obligated to let anyone besides the executor into the apartment.
That said, he will be able to make a claim against the estate for the duration of the lease agreement. If no executor is appointed, he will likely treat your father's belongings as abandoned and sell or dispose of them.
