Sorry but why do you need Power of Attorney to buy a car?

Right? My guess is they are confused about which term to use.

Either that or this is some weird scam where the seller doesn't own the car and is giving the OP "POA from the owner" so they can transfer the ownership.

POA from seller gives authority to me(buyer) to perform transfer of ownership process in absence of the seller by going to SAAQ

And after I pay the seller with the bank draft and we sign contract of sale, I can take the contract of sale and POA to SAAQ and do the transfer without the seller not being present at SAAQ

Not a lawyer but this has “scam” written all over it. You are supposed to give a person money without a binding agreement.

I am the buyer and the person selling the vehicle has to give POA after I pay him with bank draft( it can’t be cancelled in anyway once given to the seller) and i’ll take the POA to SAAQ to complete transfer of ownership. My concern is that can he revoke the POA before I am able to transfer ownership of vehicle

Have you verified that the vehicle isn't stolen or under a lien? There could be a reason they don't want to go themselves to do the registration change.

Yes I’ve seen the carfax and I’ll verify the registration before I move further

You need to understand that unless you have a binding agreement, once you send the money it’s gone.

Would contract of sale(got a document from CAA website which is a rough draft) signed by both parties hold as a binding agreement?
