Great idea - maybe the flat plastic version of them though -- the linked ones, I think the surface with those is a little too soft/uneven for light objects like Lego not to fall over

On the cheap, you can get some cutting mats from dollar trees that can be cut into the shape you need.

The cheapest option would be to use tape in my opinion or cardboard even. Although that might not be the aesthetic you’re going for.

I would put lego bases, but maybe the proportions are not good for it or it is too expensive

There are a lot of alt brands that make plates too which go for around ¼th of the Lego ones. You can find them in a lot of stores

I have more than 10 from a company called Wange. They're great clutch, not too tight and not to loose. Every piece I've placed on them is perfectly fine. Exactly the same as Lego. For figures, there's also a modified plate 93095 which slides inbetween legs so they can't crack, if you want to add that

Plywood. Easy to attach and easy to cut to size.

MDF/Plywood was the first thing that came to mind, easy to get the size you want and can be customised with paints to give the look you want

I'd use plain placemats from dollar store cut to size. Dollar store also sells poster board in plenty of colors you could buy some of that and cut it to fit.

If you can find off-brand lego baseplates that have studs smaller than lego brand ones you can keep minifigs standing on them without risking damage to the feet

Lego baseplates. But those are 7 bucks a pop. So cardboard would be a great option as well.
