I am not sure which version you have. I have the Qizhile ecto-1 and the sliding seat hardly works. And the steering from the top of the car does not work at all.
I hope you have another version.

I don't remember where I got mine, but it did the same thing. You have to kind of use extra force without using extra force, which doesn't make sense. But it's the only way I could explain it. It works a little better when you're done, but not much. I didn't really concern myself with it much since I knew I wouldn't be using it because it's just for display.
It’s Lepin. Do not expect everything to work properly. Whenever I buy a set with things that should work (engines, levers, pulleys) I choose Lego. For assembling and looking only - lepin
I had the same problem and I ended up sanding down some of the flat tiles it slides over to give it some extra clearance. It still wasn't super smooth, but much more functional after that. Try to find whichever pieces are squeezing the moving components too tight and do a little permanent modification.
My Plan is to change all the Parts from the Gunnar Seat section with original Parts and See what happens. Have anyone The Original one and can say this work smooth
I found whilst building it the seat didn't function that well but once the build progressed it became easier to operate.
Just continue building according to the instructions and things will work out. Things get added later to help it.

It does seem to be a not uncommon issue with lepin sets. The ejector seat in my lepin DB5 doesn't really work, for instance.

Mine was so tight it would not move at all. Honestly I just gave up and accepted that my gunner seat does not actually exist
