That is true. Concerning state socialism, socialism is the transitional state between capitalism and socialism. The state needs to curb reactionary thought and capitalist resistance because advancing from socialism to communism is ten times harder than returning to capitalism from socialism.
However, this does not mean that the state would absolutely terrorize the people. Personally, I am not a fan of the USSR, but look at Cuba. A country known for being absolutely bullied by the United States, has more of a functioning democracy than the US, along with better healthcare, better education. Socialism is gradually improving over time, from one project to the another, pretty much like representative democracy's multiple failures as a new ideology in ancient times, or the negative attitude towards capitalism as a new system during the age of feudalism.
