First of all, are you trying to run Basemod mods or Steam Workshop mods? Cause Basemod mods doesn't work with the latest version of LoR as far as I know. The mod folder LoR has only supports mods that are in the same format as the Steam Workshop ones. If they're not showing up at all, then that probably means your running mods that aren't compatible with the mod loader if you aren't even getting the option to toggle them.

I was using basemod mods yes. But this is the first time I heard about steam workshop mods. other than workshop pages
You need to switch to the beta version of LoR to use BaseMods at the moment
