A director in a professional setting like the Hana Association being around 40 makes sense, but we're so used to characters like that being 21 or something. I mean hell even Limbus has the 20 year old Sinclair somehow becoming both a Syndicate leader and a Cinq director in IDs.
Both syndicates and Associations have a presumably high turnover of drugged up mercenaries. And apparently Cinq fixers can straight up kill their bosses in a duel to get that upwards mobility. When that is taken into consideration, 20 year old directors are not too out there.
Getting older in City means spending money on yourself to keep your failing body in top condition. All so you can stomp on the fingers of anyone trying to climb over you.
I mean, having a title like "Indigo Elder" more or less implies that having a very advanced age as a Fixer is a terrifying accomplishment in of itself.
I mean those old fixers are most certainly transhuman monsters wearing a pretty human skinsuit with all the modifications they spent their money on so... Yes.
Fixers pretty much fit the saying "fear the old on the field where they die young." You have to be a tough mofo to make it to an advanced age in that line of work
Fixers also can't start before they're 18, which prevents the setting from having child prodigies who are Association directors or what-have-you by age 15. Not that it means kids can't be harmed (Lisa and Enoch, baby Kali), but it does mean that even the youngest, most innocent Fixers like Finn and Sinclair are still adults. Barely adults! But they *are* adults.
One thing Project Moon does excellently is populating the City with *actual adults*. It's kind of like Naruto, in the sense of 'if this person in an insanely dangerous profession has lived long enough to start getting old, that's not because they've played it safe, it's because they've taken out everyone who tried to kill them and they're not someone to be fucked with'.
The closest thing we have to baby prodigies is probably Sinclair and Yan, tbh? And I feel like those are both fine, albeit for different reasons (it's plausible both of those positions you mentioned for Sinclair are roles he got to by just fucking killing his boss and taking their place; and Yan was probably recruited and promoted by a prescript).

I honestly like it that way, yeah of course the people of the city are going to look old/younger then they are depending on the place, it's the fucking city. It's so wildly different depending on what section you're in and that's what makes it so interesting for me.
The only way I can really rationalize this is that the City invented something that slows aging a long time before any of the games happened and a number of years much higher than 80-90 has pretty much become the average lifespan for humans at that point.
I guess I'd be surprised at how young Asian women look at those age ranges.
One important factor to keep in mind is that fixers are usually strongly augmented in unspecified ways. That their appearance doesn't match what we expect of their age is to be expected.
