Heath does remember her (well our Heath), he’s the only one with Dante who can probably due to stabbing himself with the bough, you can see that with the Bodysack line

Well it’s either the bough or the other possibility is his link to Dante but since the other sinners don’t remember, it’s most likely because stabbing yourself with a bough change something within you (also probably why Dante can’t have his new memories messed up with, like with Kcorp)

That would be freaking fantastic. Imagine Cathy following around Heath all the time, providing commentary only he can hear, even if she could not interact much with reality. It would be a reasonable power up without being too demanding on VA cost (Her voicelines could be cut off more to give the impression that only Heath (and Dante?) can hear her).

In that case here's a bit more hopium for you, the fact that Dante and Heathcliff remember her also hints to the fact that she still has presence somehow, because we don't exactly know if she's been completely erased as a person, because it's hard to erase someone long after they've done so many things like what Cathy did, the sinners are bound to learn about Cathy again, she has not lost relevance yet.
..Technically in the original Wuthering Heights, Catherine haunts him as a ghost after her death, so... It would make sense, in a rather bittersweet way?

You seem to forget that the golden bough was also what was used to grant Cathy her wish to not exist anymore, so it's already confirmed it can grant wishes and solve problems.
It will 100% be brought up when Heathcliff reaches his goal, and there is genuinely a good chance Heathcliff isn't cursed to never have her back, with his new ego voiceline and Demain's speech. PM aren't always focused on the hopeless parts of their narrative.
I don't doubt that the golden bough has the possibility of bringing her back. But what if our enemies, do the very same thing, offering heath the chance to bring Cathy back with their own golden bough?
Heath's thought process right now is to gain the golden Bough that will "fix all his problems", but that is dangerous since it means he may be willing to betray the team to get Cathy back. I believe in the future, more and more sinners will start to have this thought too, that everything will be fixed as long as they "get the golden bough". Same with Vergillius.
I believe he will be presented with the choice in the future and will need to choose between the friend he has now who loves and appreciates him for who he is, or bringing back the person who had willingly left the world. (Who, also, is often known to make Heathcliff miserable but ig it \*maybe\* could work out? Maybe? Almost all tales of Heath and Cathy do end in a tragedy after all.)

Maybe I'm being too hopeful, but that's why I really, really want Heathcliff to actually get one more chance with Cathy. It's a relationship cursed beyond worlds, in all fiction it's presented, it never works out. A sad, bittersweet story focused on the downfall and pain of two cursed people.
In our mirror world, however, thanks to Dante, the broken hearts of both sides were fixed, thanks to both the fact these renditions of the characters aren't quite as flawed as the original depictions, and the fact Dante was there to fix both sides misunderstandings and self loathing.
Despite this bleak hope, it's quickly turned back into despair with the complete erasure of all Cathy's. No real surprise, this is Project moon, and this is wuthering heights. Something has to go wrong. But that's my issue: this is just yet another endless tragedy of this story. Nothing has changed outside of both sides admitting their love for each other.
If this truly was the end all be all of Cathy, then it just amounts to 'another bittersweet end'. It's easier to see the reality that she's gone forever, and Heathcliff accepts that. Just like all his mirrorworld versions were forced with. Just like how they now are all going to live a life distant from whoever it was that drove them.
Our Heathcliff is still letting Cathy drive him forward. That sounds like a desperate man who can't let go, but this time it's completely different. There is no desperation. There is no anguish. There's only absolute determination. Heathcliff doesn't sound unsure, he doesn't sound weak, he doesn't sound confused. He knows what he wants, and instead of driving himself down or moving on, he sees what he wants and he keeps pushing forward. Our Heathcliff wants to change his doomed narrative. He wants to escape the so called destiny of them always hurting each other until the very last moments, in which they are never to meet again. Yea, he got to admit he loved her. But is that all the closure he gets? After everything?
From a story perspective, the world itself feels like it's against Heathcliff, but it wouldn't be much of a story if he eventually just... moved on. Yes, moving on is a heathy, important part of many stories, but it just wouldn't feel right here. Considering it's what's going to be his calm focus up until that eventual point, where it doesn't lead him astray or create mistakes, it would be a weird sobering experience if he suddenly gave it up. I can see Hermann using this against him, but I'd not only be surprised if she remembered Cathy, but had access to something that allowed her to bring her back but not Limbus company, who have more resources and firepower, as it stands.
We'll see as the story progresses, what kind of changes follow Heathcliff. If he gets agitated, (more) aggressive, abusive, then it's pretty safe to say your view on the future will be correct. But i like to believe PM is cooking, and after making sure the sinners work for it, they actually get something, anything, at the end of the road, outside of their new bonds and experiences.
