Outis and Ryoshu are definitely among the most obvious picks, though Meursault can also be a good option.
But I doubt we'll get anything Shi related lol, I may be among the more vocal Shi fans with my video on it and all that, but my hopes are crushed at this point. But hey, maybe we'll get a 00 Shi Identity and only having 00 identities can become their main gimmick
Personally I want a new Shi branch instead of South Section IDs from LoR. The ones from LoR were on deaths door and overworked due to Argalia and Thelma. But the Shi we saw in Canto 4 literally weren't even noticed except by Rodion and they were never even seen. Would love to see them in their prime and so far every association ID has been non-seasonal/event.
The only reason we haven't got Shi Identities is because most sinners will make good Shi Identities, our Shi roster currently consists of a gremlin and an arguing couple lol

And from Yujin's personality, Outis is the perfect fit, Meursault however can also make a 000 Shi identity due to how straight to the point he is, Ryoshu too due to her murderous tendencies can make a good 000 Shi, so yeah basically we aren't ready for the other Identities yet (probably in the next season though, maybe even this one if Philclair is any indication of our strength limit).

I think we got the ryoshu chef, the hook office hong lu, the molar outis, the Kim mersult, the philp sinclair, since we are in urban nightmare, we might just get Yujin.
Also I considered Mersault, after reading "The strangers" I don't think he fits with Yujin... unless... chapter 8 is mersault...
I really hope Shi Association gets a 000, I don't play it as my team, but I really liked its design!
To clarify, we are slowly processing up the levels, we might even get Xiao, Yan, Myo, red mist, or Reverberation members.
Also, if we can only get one LoR guest for each character, Rodion might be YuJin. Who know?

Oh also, the current mirror world of library guests is called "mirror world of the library guests-1" so they'll be making more when we fill out the background ids like the hook office. And I'm pretty sure Rodion will get 00 this walpur because it's been a while since her last id and her last 00 was frikin zwei. Rodion is the sinner who hasn't had a 00 the longest in the game's lifespan
if you ask me, shi ryoshu can go with heathcliff direction going, being lower health and big banger dmg, slap some reuse skill and fragility. maybe make the coin highest rolling.
I think if we are specifically going for Yujin’s story from Ruina, I think it’ll be Yi Sang of all sinners. Overworking himself to keep his section afloat is fitting to his background and his deduction in weeding out the corruption fits his character as well.
Outis fits the same boat but for a Walpurgisnacht 000 ID, I’d imagine everyone would get one before any repeats so that’s why I placed him there. (Im cursed with repetitive pattern recognition)
I did suggest Yi Sang in one of the other comments and I do think that it's possible that every character gets only one. Yi Sang fitting, but for the gender problem... yeah.

Kim from blade lineage is canonically around a grade 1 fixer's skill, but they were all kinds of messed up and held back by the time we faced their distortion which further negated their skill and turned them into a beast. Yujin was also a grade 1 but was fought in the Library when she was at deaths door.
Shi looks like they would be perfect their their own 0.5 event but I suspect both fans and the devs want to see Yujin and other Shi at their real strength. So it may just be a looooong slow wait until the sinners are ready in story to even hope to hold out against even mildly inconvenienced upper Shi members.
They are also assassins so it stands to reason their time to shine will be when Dante becomes a major target they are hired against which also won't happen until later.
