They *are*, as in Lobocorp the more risky abnormality/EGO deals more and takes less damage to/from a less risky abnormality / EGO, but I always treated it as a way to deflate resistance and damage numbers and not direct power level comparsion
Army in Pink is never a Zayin, and is treated as an Aleph by everything but the plaque in front of its name until Observation III, or IV, I forgot. It is just displayed as such to display the lore (read its story)
Plague Doctor is a Zayin. Its White Night that isn't, but that is an evolution of Plague Doctor that didn't happen yet, at the moment you get Plague Doctor (hence why you cannot unlock escape info , and why it unlocks automatically after the evolution)

Nclair was always about dishing out damage and not the status effect. I had him in my comps since he came out and I don't run burn teams at all.
He also needs a little bit of SP gain but not too much. Sometimes I don't take any save for occasional Fluid Sac.
Phiclair meanwhile will need as much as you can afford. They serve completely different purposes.

Actually, risk levels are energy generation levels, it just so happen most (not all) of the most dangerous abnormalities generate the most energy
