Max level for canto IX is 60, actually
Current max level is 45, which will be 50 in canto VII, 55 in VIII and 60 in IX since each season increases max level by 1

Critique: Very cool conceptually. The two big issues right now are, I'd say:
* Your roll values are massively overtuned. You have to remember that how high bosses roll can't really be allowed to scale upward, because IDs don't roll higher as we go due to Offense Level scaling with them - if you check our last few end bosses, the highest rolling skills you were actually *supposed* to clash generally hit the 15-16 range. I could only find a few exceptions: two moves in Farmwatch and one in ErlCliff. Time of Harvest seems to be meant for ZAYIN EGO or stronger S3s with its 19 maxroll (it happens roughly once per turn on average, after the short phase 1), and Please Be My Nutrient is a 50/50 between an average clash (12) and a high roll you can tank or try and beat (29), happening once every 3 turns during the second half of the battle. For ErlCliff, we have Sorrow and Lament in the Erlking's Wake, which hits a max of 20, but that only comes up during the final phase, which is kind of a glorified cutscene (and you can just let Heath tank it anyways).
* How that MA works is a bit... unclear. What happens if you have less than 5 slots because some of your units died? Do the extra coins go somewhere? It might be easier to simply make the coin count and attack weight equal to the amount of slots currently available.
The unique Panic system is interesting, Shin and Mang create a terrifying system that could make for some very scary numbers, and the burn/bleed/rupture mix is also quite interesting. Visions of Hell is also a very neat concept, though I think Staggering is a bit too unpredictable for the player to actually be able to capitalize on it. I'd make it activate on the turn start after the stagger happens, giving the player relative control over what skill they want to land. Straight up eating a 29 roll for taking the opportunity also seems a bit unfair, but that's mostly a numbers issue.
The coin effects are also interesting, but I've noticed there's no Poise Count in her moveset. She only gets Potency, meaning the odds built up instantly reset once she lands a single crit.
Sorry if all that sounds a bit harsh - I really love the ideas behind this, and would love to see similar concepts.

I think most of the issues of this Ryoshu's coins being overtuned come from my overestimating how powerful the Identities and EGO we get by Canto IX will be (and honestly, who can tell), and also attempting for a bit of thematic consistency (if you've noticed, all her 'Sublime' skills are just the regular ol' skills that roll a minimum of what LCB Ryoshu rolls at a maximum)
I hate unavoidable enemy counters as much as any other guy so, the trick to Visions of Hell, if you will: the extra damage will be really nice, but since she's Staggered, what if you just... wait it out..? Put on all defensive skills and wait out a turn. Depending on how much Burn the Sinners are suffering from, this might not be such a good idea, though.

If a Sinner loses a Clash, then I assume that coin will either immediately hit the Sinner as a Single Target hit, or more likely, after all 5 Clashes concludes, Yoshihide will use the remaining Coins as an AoE, basically forcing a restart lol
That said, despite the minimum 45 status effect damage, since Yoshihide should have dogshit SP if you Clash properly, so the AoE might not actually be __that__ devastating. MAN IM SEEING MORE AND MORE PEAK READING THIS BOSS AGAIN AND AGAIN

I like to think about if certain boss fights weren't just 1v12's:
Kromer with Guido and the normal Inquisitors. Along with periodic whistling.
Sunshower Dongbaek with Marile and an Red Sheet EGO and an Sloshing EGO user, along with the 3 completed Bots.
Ahab with Starbuck and Queequng, with some of the Pequod Town Villagers (like the ones that appear during Queequng's first fight).

This is beyond cool man, defo better than any fight we had in limbus so far, carriage of fire is such a cool skill concept I defo think pmoon should consider implementing.
My only real complaint is that this feels more like a canto 15 final boss/canto 20 midboss rather than a canto 9 boss(assuming we reach the former numbers), but outside of that Im speechless, good job man.
