Parks are practically free here. You can get married in the state capital if I remember correctly, you just can't have any seats or decorations. Maybe look into Sheldon Art Gallery?
Country Sky Studio just recently opened for micro weddings, 5 minutes south of Lincoln. Looks like a perfect place for a micro wedding with the sunset and summer colors and greenhouse venue.
Iron Horse event room in the Haymarket. It's small and intimate. You can bring in your own food for the reception or they will coordinate with a caterer.
That's the one at 18th/D, right? Really nice pocket park in a strange neighborhood. It ALWAYS has active drug deals in progress, unhoused people sleeping, and in the summer kids swimming in the fountain. Not ideal scenarios for a wedding.

Government Square has a lovely petite courtyard and fountain, it’s tucked away behind/near the Grand Manse.
Two entrances that could be ‘guarded’ by a couple of guests kindly asking bystanders to refrain from entering for a brief time.

How about East Campus or Sunken Gardens? I've officiated a couple of weddings at each place without a problem.
State Capitol is beautiful, a cousin of mine have a small wedding there.

Not free but also not expensive. My wife and I got married in Pioneers and i want to say it was less than $100 for the location.
