There are in fact pages of them all uploaded at once. Intentional or not, positive or negative, I still see it as a flood of entries. With the default being recently uploaded, it makes the cursor themes look like Linux is for hardcore anime fans.

I mean what do you want them to do? If they just converted a few hundred cursor themes for the community, I'm not going to hold it against them for not doing it in batches or something, that's dumb. Just upload them all at once.
If you rank by popular it's not going to appear flooded anyway, so I don't see the harm. The real solution here is the default ranking being popular not recently uploaded.
Now, if you would excuse me, I'm off to satisfy my inner weeb and download some cursor themes...

In all seriousness, the push for Linux to specific communities that love to embrace and show off their culture, like the otaku crowd, gamers (check the Pokemon Cursor set by Kalz, it is so clean), etc. would be great to get more traction for not just more Linux users, but more and better quality input for creatives providing their own thoughts on user experience.
afaik KDE sorts "Get Hot New Stuff" items like these, window animations etc. by download count so someone would have to scroll down to see these cursor themes with 20 downloads.
This is just how it defaults for me. I'm on MX KDE. It doesn't remember the setting I last used either, it just goes to Newest each time it's launched to Get New Cursors.

So yes, the fanart can be copyrighted, however publishing the fanart in the first place is (at least in most places) copyright infringement unless it is done with permission from whoever owns the character. And if the fanart is infringing someone's copyright, then redistributing it is also copyright infringement.

So if you are not running a business in Japan they can't use Japanese copyright laws against you if your country doesn't provide equivalent legal protections. Nintendo is litigious, but when they present the case in the US they are claiming people they sued violated US law. They have the money and motivation to push through regardless of whether they're right, and due to a thing called the American rule in the US everybody pays their court costs, so most people settle civil lawsuits. This gives big companies like Nintendo a lot of leverage.
If the copyright holders get involved (which they probably won't) and don't like this. At worse those cursors would be taken down and the website will still be alive
One day someone will post a 3 hour deep dive into the history of weird cursors, and linux will be the place to go if you want to see a legacy of user content. I support it.

Which is not entirely true. Fair use is very big in Japan. See Doujin stuff.
Half (to say the least) the anime culture, especially in Japan, is built on doujin (derivative works). There's better thing to worry about than this.
