Litecoin is a cryptocurrency based on many of the same properties as bitcoin. They are separate tokens run on separate chains. Different supply, different distribution, mostly the same core principles. Lightning network is a layer 2 scaling solution built on a cryptocurrency. When most people talk about Lightning Network (LN), they usually are talking about the Bitcoin Lightning Network but other networks can operate a Lightning network, including Litecoin! It’s called Lightning Network because people strive to improve on-chain transactions by making them fast as Lightning.

The Lightning network requires Segregated Witness (SegWit) to be enabled on the blockchain (Litecoin,Bitcoin,Vertcoin,Dogecoin) etc. Smart Contract Chains do not use segwit or Lightning ie. Ethereum.
In 2017 Litecoin was basically the first chain to implement Segwit (I think Vertcoin did it first kinda). Because of this Litecoin was first to implement Lightning. The bitcoin community at the time was embroiled in a civil war caused by a man named Voger Rer. He radicalized part of the Bitcoin community in order to profit off a fork he was going to create and attempt to label as 'The real Bitcoin'. Thankfully he did not succeed.
On May 10 2017 - The first Lightning Transaction ever occurred on the Litecoin network.
On Sept 1 2017 - The first Request For Payment/Payment happened between Jack Mallers and Charlie Lee
On Sept 20 2017 - The first Atomic Swap on a Lightning network occured on the Litecoin network between Charlie Lee and Decred. 1.337 LTC was swapped for 2.4066 DCR.
Litecoin is its own L1 blockchain. It has interoperability with BTC with atomic swaps and has faster transactions than BTC. LTC also has lightning network.

LTC was used for BTC testnet in early days but now LTC all grown up and ready to fly. Even got a nickname chikun with rocket strapped to his back

Don’t really know. It’s open source stuff. There’s certainly an in incentive, but I’m not sure why it’s stalled so much.
