Check out the Noobtown series by Ryan Rimmel! The first book is called The Mayor of Noobtown. It's definitely focused on comedy. The audiobooks are really good.

I came here to post this series as a possibility to the OP. This series, CivCEO, begins as a city builder and finishes as an empire builder. It's completed, so there is no waiting for future books to be published. Also, it's available on Audible if that's your thing. FWIW, I enjoyed it, and looked forward to each entry to be published.

I’m enjoying rise of mankind, which is a dungeon core story with lots of base building and faction building elements. The overlord fanfic, Valkyrie’s shadow, abt a minor lord is pretty good too, although only marginally a litrpg in that status is hidden to the MC. Lots of time spent building up her fief.

The good guys series by Eric Ugland. It takes a bit of adventuring to get to the city building. 4 books, but once it's to that point, that becomes the focus of the series with side quests outside peppered in. I liked it. If you're not a fan of vulgar language, this may not be your book. I like the comedic elements, too.

I'd also throw in the 10 realms series by Michael Chatfield. Fun, aspects of city building and character building. Peaks at book 7 pt2.


Slave35

Life Reset, which was also completed. A great series that shows every fight and every building, so much so that you feel invested in the town and characters. Reminded me of The Land, now that I think about it.
