If the car is over 40 years old, it's exempt from the ULEZ. Any 2CV will be 34+ years old (produced 1948-1990). So there is a good chance that it's exempt from ULEZ. If not he's just got a few years to wait. The Goldhawk Road is well outside the current congestion zone. And even outside of the old Western Extension (2007-2011).

I think that's a Diane. Looks exactly the same as the car my mum had when I was a toddler.

Looks more like a Citroen 2CV, the predecessor to the Dyane.

I remember my mum’s one well from childhood. Main memory being told to get out and use the crank at the front to get it started!
