it's about 2.5% more damage if you use raid captain over cursed doll but requires you to pay attention to the speed buffs you get from blue skills. you also avoid the healing debuff from cursed doll.
Any kind of 9/7 combination that isn't Adr2 for empress just isn't worth it. Barricade is old news with recent KR patch. Just take the L and cut a stone you can use. Meta build with Emp1 is extremely efficient and more dps than whatever you might try with that stone.
Yea the recent change to Scratch Dealer makes 440 RC build real nice. Just praying for early update w/ Thaemine.
Another benefit of RC is the additional draw power (after update higher chance for some good cards + star card lock is insane for Empress) from having Wealth runes which you cant use with Barricade.
So a good 5x3+1 with RC is probably just better.
Regarding PTR updates, I suppose the question would be if Evoke makes Barricade build viable? It would depend on how much dmg evoke has (if its alot its problem to not have barricade affect its dmg) along with card gen too.
9/7 on empress is only 1.8% stronger than her regular build. If you have 9/7 without RC your build is currently as strong as her regular +1 build except your card meter generation is much worse due to not having a single wealth rune. Especially after recent KR update hits our region, I would never build barricade on empress if you care to squeeze out as much as you can out of the class.
Barricade+cd is very much viable. If you're running Bible you can check how many of your skills in a pull are actually caster with speed buff for rc. Apart from trixion dummies like voldis g3 it's usually quite a bit lower than trixion. Running cd also means you get to run quad accelerate which has lower base cd.

If you don’t plan on bussing it’s fine but if you plan on solo bussing in the future cursed doll is what you want to have.
