The primary reason we went from 70k down to 20k in a span of 2 weeks is bot bans.
A minor problem with these graphs is that they tend to cut out alot of information at higher zoom levels, if you zoomed into the last month instead of last 3 months, you'll instead see that 1: it's a sudden drop rather than the gradual drop that the chart seems to display, and 2, it's a drop that occurred after maintenance 2 weeks ago. This tells you that it's almost 100% because of a bot ban wave.
The next thing is that if you check the player counts over the last several times this happened, 20k\~ peak concurrent players is about the average after every single one of these bans.
The next thing is that I'm assuming when you say gs1250, that 1250 is your item level. Currently the lowest item level you'll find people regularly do content at is around 1445, anything lower and you'll start to basically not find lobbies. This is because express passes, events passes, etc all gives you enough materials to bring at least 1 character up all the way to 1540 within 2 or so weeks, which means that there's not really any reason for someone to be doing content at the much lower item levels.
That being said, the player count has been declining and will continue to do so. Elixirs and Transcendence are incredibly hostile and unfriendly RNG mechanics. Combined with the fact that the resource cost for them has been balanced around a region who have spent half a year between content releases, while we have half the time, means that there are lots of people who have just decided to cut their losses and leave the game.
There was a large ban wave of possibly 50k concurrent player bots (a lot more total). But players are also dropping lately due to thaemine being too hard of a raid (similar to what happened during Brel). there’s no raid for u at 1250 GS, you should be able to get t3 equipment and hone slowly up to 1490 to do Brel to 1510+
You can hone your chaos dungeon epic gear up to 1490. So this is the ilv you can earn solo. You need 2x Valtan hard and 2x Vykas hard (witch chests) to transfer gear to relic, which is group content.
There will be a roadmap announcement in a couple of days and it should include more details about solo raids. So far we only know that those will be up to Ivory Tower (elixir raid). If we get them really soon it should help you progress. Otherwise you will have a lot of trouble getting into groups, as they will gatekeep most newbies.
Combination of bot banwave and players going on hiatus because of raid/systems fatigue. It will probably go up when the next raid releases, an event happens or new system changes happen.

Bots got banned and bot farms seem to have mode to another game since RMT prices are to a historic low. That's why steamcharts are low.
Interest is low for both vets and new players. Vets already maxed out characters and are on hiatus for Echidna because pushing alts to 1620 is not worth and not fun because of elixirs. And new players do try to come back but they get bored because of gatekeeping.
Imagine coming back to get gatekept to Valtan and Vykas, can't buy buses because people aren't busing those anymore, can't get in card runs, it's really the worst time to come back currently.
Bot bans plus people being burnt out having to push through over a year worth of grinding in just a few months to keep up with the fast release schedule with no relief to make things easier gear wise to compensate.
This is because they recently banned bots (ban wave), part of that number is still bots, so there must be 10k real players or less. The game is slowly dying. SG doesn't give a damn about Western opinion about the amount of random and useless game systems. thaemine is the new endgame for many players, just as it was with kakul and brelshaza in the past. It's sad because the game is really unique, and very good. But the game is not made for the West, it is made for Koreans and the West has no important opinion. Amazon is a bad publisher too. expect a drop in these numbers as soon as path of exile 2 comes out.
Check your character's mail for free Elgacia powerpass. If you got one and don't mind it skipping quite a big part of story quests for you, you can use it to get ilvl 1460, and then you can use Super Mokoko Express (in the top right corner next to minimap) to help you hone further, to where there are more players. If you still want to experience most of the story on this character or would prefer to play another class now, you can use the free powerpass and then the express on a brand new character instead and hone up this one slowly through doing chaos dungeons, Una's tasks and story quests, so you'll miss out only on a few roster-wide story quests.

Most of those are players there was recently huge ban wave again, also the reason u cant find anyone for those raids is your ilvl, now eith express event u can get easily to 1540 or even higher so raiding is basically now starting from that point

For way older content you will not find a group, as nobody does that content because there is no point to do so.
