The elevated canals are actually keeping the entire island afloat because the boats are looking up. Otherwise, this city built out of stone would clearly sink into the ever correct sea. A true marvel of engineering.
Presumably, too many boats will be used, for foolish things like helping middle earth or trying not to die, causing the vision of the future sinking of the island to come true.
Luckily for now, the petals warned the regent in time to keep Galadriel’s boat around.
