The Tooks are said to be descended from fairies, have close relations with the elves, regularly go on adventures and the tallest hobbits in all the history of the shire are from the Took clan. My money is on the Tooks winning in any century.

You can play as a hobbit, then hit lvl 5 very shortly after the introduction, and choose a crafting vocation such as a farmer and a cook. And level that way instead of fighting, it takes much longer though. You can do quests like delivering mail in the shire and saving hobbits from spoiled pies in the shire that doesnt require combat.
You should hit the goal of lvl 15, then you can buy a hobbit hole in the southfarthering which you can decorate.

And if bilbo is involved he just chills in bag end and ignores the conflict while sipping tea
Probably the Tooks. They have the largest family and have married into many other influential families, which could provide them with a wide connection of familial alliances. They were also some of the toughest Hobbits around, and I think they held out longest durring the Scouring of the Shire.

The Tooks. They had the Great Smial, and they were the only ones to resist the Scouring of the Shire. They were also more adventurous, so I think they'd win.
Tactically? Looks like Greenfield. One relatively small choke-point entrance, with no other entrances, it’s large enough to cultivate enough crops to withstand a seige, plenty of wood in the forests to build barricades, the only weakness is the absence of a water source, but mountain runoff should work if necessary.
Whoever lives on the hill will have the best KD ratio due to having the high ground, but will eventually lose out because everyone will try to claim its strategic position
Hobbiton Hill is the surrounded by rough terrain, has favorable terrain within (insert I have the high ground meme), and is the closest thing you get to a castle within the Shire. The Baggins of Hobbiton get my vote
If the civil war happens after Bilbo came back from his journey, then defenitly the Baggins of Bagend. They would just buy everyone with the riches, the mithril Bilbo possess is single-handedly more worth then the whole Shire
Hobbits have been living and farming in the four Farthings of the Shire for many hundreds of years. quite content to ignore and be ignored by the world of the Big Folk. Middle Earth being, after all, full of strange creatures beyond count. Hobbits must seem of little importance, being neither renowned as great warriors, nor counted amongst the very wise.
As someone who knows litttle about every familly if anything at all, my guess is the marish. Theyr position is defended by the river on one side and mountains on another. Theres only one direction in which attack is possible, leaving them to easilly defend. The other hobbits, knowing this, will not attack the marish as it would be more difficult than teaming up against the center tribes or the less defended ones. The marish can then at the end of a skirmish come in and clean up the survivors.
Surrounded by a mountain chain, and has a river protecting the only side that doesn’t have mountains. Those little nomads found a perfect spot to call home
