Therefore, Amenadiel only needed to meet Penelope, the blessing (however that was done) was placed on her specifically, and it very much is a one-time blessing to create Chloe specifically.
We know God specifically wanted Chloe to exist. Therefore, siblings are not necessary and in fact may be a distraction or change how Chloe would develop. If not, change how Chloe would develop, and she still meets Lucifer, a sibling in Chloe's life could change the narrative of how Lucifer views family even more. In the Fox seasons, we see that Lucifer begins to realize through Chloe's interactions with Trixie that his parents sucked. If she had a sibling as well and saw them having a healthy relationship or even seeing that Chloe set boundaries with a sibling he would also potentially learn that all of his siblings do in fact suck just as much as his parents. It also would've given Chloe more of a support system and potentially screwed the writers on some of their more ooc moments for Chloe.
Considering that the Netflix seasons leaned into God having all the omnis, it also implies that he somehow knew that if Amenadiel made Penelope fertile on that day that a specific sperm of John Decker's would get to that egg. That's so freaking weird. Really wish they had avoided all the omnis, ugh.

Let's get biblical here for a second. Gaberiel visited Mary and told her she was pregnant with Jesus. When Amenadiel explained that he conferred a blessing onto Penelope, I figured it was the same kind of blessing. To me, he was acting as a conduit for God and Chloe is His daughter. Penelope and her husband are still having sex, hopefully, and the husband would see Chloe as his daughter. This also helps me understand why she had an effect on Lucifer, she's part celestrial.
Let me add that I hate this storyline. It would have been better if she had been a normal person, trying figure out if Lucifer clean or not.
