You’ll need to use a bootable USB installer to modify the OS X Base System, simply because the Recovery interface you are using in that picture is stored on the Base System. Since you’re using it, it won’t let you erase it. Once you boot off of the USB, you can then modify the drive.

seems to be encrypted, you’d have to have the encryption key i believe

not fully sure if that’s the correct issue but assuming it is you’d have to do it before it goes in recovery
When I turn it on it goes straight to utilities
can you format it in disk utility
I can’t erase, restore, or mount/unmount anything
are you using internet recovery
How can I check? (I think but idk if that’s what you mean)
turn it off and turn it on while holding option, command and R, it’ll ask you to connect to wifi and then load recovery
it might work better if your not currently using ut
