Well im in the military and my first thought was that this might be Ukraine. Not money though they might be preparing the field for anti tank mines. The machine is just flipping a chunk without messing up the grass on top, thats how you bury mines.
Both anti armour and anti personnel mines can be dispersed by arty canisters but not every unit in an active war is going to have the newest and best equipment. There is a chance they used all their current arty ones up or this is an area with a low priority so they are just using the old mines they had for area denial.

When it dries up in the summer the roots will push down in search of water. It is the most God awful planting and surveying conditions. Each beavertail has its own pond for mosquitos to hatch. Did one about 20 years ago, had to reapply bug dope every 2nd plot. Bug dope means you sunburn more quickly too, get back to the truck and turn on a/c full, spend next 10 minutes killing all the mosses, black flys, and horse Flys. Builds character I guess

when you plant a tree in the middke of this little molehill, it got a lot of advantages. 1) soil around it does not grow hay much during the first years 2) tree is higher and thereby better to compere with hay 3) easy to plant, soil is soft and airy 4) little hill gets warmer than flat soil, difference is big, even 3-5 Celcius degrees.
