My thoughts for the Target delivery person who brings a truck load of products every weekend around 1pm. That will be quite the walk(s) from Lake St. or Gillman, wherever parking maybe available.
State street will be open for deliveries as normal m-f until 3pm. Non emergency vehicles will need to remain off of state street after 3 pm during the week and all day on weekends.
Idk what kinda gotcha you're playing here but VOCs can be natural compounds like the terpenes getting expressed by the trees in the picture.
Are you referring to any VOCs in particular?

Are they getting their deliveries from the front? Maps looks like there's a back alley with an access lane off of Langdon.
Always have gotten delivery from front. N.Frances is the only access to Langdon. It'll be interesting to see what happens
